Due to high wastewater flows in the sanitary sewer system during wet weather periods, Lebanon Utilities is developing a Clear Water Reduction Program to identify and mitigate sources of clear water inflow and infiltration (I/I) into the sanitary sewer system.
During these wet weather periods, inflow and infiltration (I/I) into the sanitary sewer system overwhelms the Lebanon wastewater treatment plant with an average of more than 1 million gallons of water per day – accounting for more than 40% of the treatment plant’s current capacity. Ideally, that capacity should be used for growth without a cost to our rate payers.
According to the EPA, “small amounts of I&I are expected and tolerated. However, infiltration and inflow may be considered excessive when it is the cause of overflows or bypasses, or the cost to transport and treat exceeds the cost to eliminate it.” This is exactly what is happening in Lebanon.
The Clear Water Reduction Program consists of developing a process to address the sources of I/I and to proactively eliminate sanitary sewer overflows. The initial stage of the program will be to educate Lebanon’s stakeholders of the impact and potential solutions for this serious issue that impacts the health, safety and well-being of our community.
