Program Requirements
- Public Education : This requires implementation of an educational program to distribute material to the community and /or conduct an outreach program about the impacts of storm water on bodies of water and the steps a community can take to reduce pollution.
- Public Involvement : This requires the community to comply with all public notice requirements.
- Illicit Discharge Detection and Elimination: This requires the municipality to develop a map of the storm sewer system, prohibit illicit discharges to the storm system, implement a plan to detect and address illicit discharges, and inform the public of the hazards associated with illegal discharges and improper disposal of waste.
- Construction Site Controls: This requires development, implementation and enforcement of a program to reduce pollutants in storm water runoff from construction activities disturbing one or more acres of land.
- Post Construction Controls: This requires development, implementation and enforcement of a program to address storm water from new development and redevelopment projects disturbing one or more acres of land.
- Pollution Prevention/GoodHousekeeping forMunicipal Operation: This requires development and implementation of an operation and maintenance program with the goal of preventing and reducing pollutant runoff from municipal operations
These State and Federal programs as well as the aging infrastructure are requiring the City and Utilities to form the Storm Water Utility. The Storm Water Management Board has been proactive in our efforts to address our Communities storm needs but the resources available have limited these activities. With the addition of the State and Federal Programs our community must develop a user fee structure. The fees will allow us not only to meet State and Federal guidelines but also to begin the much-needed maintenance of our infrastructure.
